Editor's note: This article has been revised to reflect the following clarification, which will appear in Tuesday's print edition. One of the criteria the federal government used to determine which states won a share of $4 billion in Race to the Top funding in 2010 was that the states adopted "common, high quality standards." A front-page article Sunday stated that one of the criteria was states adopting the Common Core State Standards.
