Southeast Bulloch's JROTC program honored for excellence

Major Thomas McElwee and 1st Sgt. Roy Whitfield started the Junior Reserve Officers Training Corps program at Southeast Bulloch High School in 1993. And since then, the SEB Cadets have won the Army's top JROTC unit honor, “Honor Unit With Distinction, Gold Star Award” every year, including earning the distinction again in 2010. “This program is the best program in the state,” 1st Sgt. Whitfield said.
