RINCON - Two people were arrested after law enforcement officials said they starved a dog to death in Effingham County. Effingham County Sheriff's deputies responded Nov. 18 to a residence in the 200 block of Howard Avenue in Rincon on a report of an animal complaint. A complainant who was cleaning up a vacant property discovered a dog was deceased nearby.Deputies found a pit bull that had been left tied to a propane tank.
